Hosted remote servers, Bazel-style

TLS, mutual TLS and auth headers connect vx to servers such as BuildBuddy.

A REAPI plugin connected to a hosted server.

Hosted build servers want TLS and an API key. @vzn/vx-reapi speaks to them the way Bazel does: system roots or your CA, a client certificate for mutual TLS, and headers.

An endpoint with no scheme uses TLS; plaintext needs grpc:// on purpose.
